OR INTERCONNECTED WITH THE INTERNAL BUILDING ELECTRICAL AND/OR SIGNAL
GROUND SYSTEMS.
(b) System Ground- a "Zero Reference Signal Ground Grid" (ZFSGG) shall
be installed that serves as a TELCO Equipment Room system ground that
reduces or eliminates high frequency electrical noise resulting from
high speed digital switching, radio frequency interference (RFI) and
equipment in the TELCO Equipment Room including UPS equipment is
referenced at the same equipotential earth ground level.
(1) Provide a separate telephone system grounding copper bus bar,
connected by a minimum #2 AWG stranded copper wire or equal size braid
to the certified building earth grounding electrode. The use of the
electrical distribution system third or fourth wire is not acceptable
and will not be approved.
(2) Also, the use of building steel, external lightning or internal
building electrical grounding systems is not acceptable for this
function.
8.11.2 TELCO EQUIPMENT ROOM CABLE INTERFACE AREA (OR ROOM/CLOSET)
The TELCO Equipment Room shall be provided with an area that houses and
locates all Facility conduit and cable pathway terminations and shall
be declared as the Facility DEMARC for telephone company cable/system
terminations. This area shall be a minimum of 3.7 m x 2.4 m (12 ft. x 8
ft.) in addition to the minimum area required by the Telephone Room
with additional 2.4 sq. m (96 sq.ft.) added for expansion, as described
herein.
8.12 PHYSICAL SECURITY
The minimum physical security requirements for the TELCO Telephone
Equipment Room is a cipher lock with numeric keypad and associated card
access device and electric strike remote to the Chief's office and
directly controlled by the Facility's Security Management System-SMS,
(A/E Note: Refer to VA specification Sections 16763, 16764 and 16765
for the SMS installation and functions), located in the Police Control
Room. Each security system shall be powered from the Telephone Room
UPS. Also, each door control shall be the "smart" type and fully
function with the SMS in a "stand alone" status if its connection is
cut. Once the connection is restored, the local door control system
shall "update" the SMS on all operations that occurred after the
connection was interrupted, and the SMS shall "update" the local door
control units to current operational function. Each door shall have a
color security surveillance camera (SVC) that connects to a color
monitor in the IRM Chief's office and routed to the Police Control
Room. Additionally, a "smart" intrusion detection system shall be
installed within the Telephone Equipment Room and shall be directly
controlled by the SMS in the Police Control Room. Emergency Power Off
(EPO) push buttons shall be installed according to NFPA 75 and 101.
