MECHANICAL
Heating, Ventilating and Air-Conditioning
The HVAC system should comply with Executive Order 13123 "Greening the Government through
Efficient Energy Management", and Executive Order 13148 "Greening the Government through
Leadership in Environmental Management". Website

Engineering Economic Analysis
Select an HVAC system in accordance with Public Law 95-619, which requires a 20-year life cycle.
A cost analysis shall be performed to determine the most cost effective HVAC system for the
building.
Energy Conservation
Apply the requirements of ASHRAE/IESNA Standard 90.1-1999 "Energy Standard for Buildings
Except Low-Rise Residential Buildings", and EPA/DOE "Energy Star Building Program" website:
http://www.eren.doe.gov/femp/procurement. These standards apply to the building envelope, energy
distribution, systems and equipment for auxiliaries, heating, ventilating, air-conditioning, service
water heating, lighting and energy management. Provide certification to VA that the building is in
compliance with these standards.
Exterior Design Conditions
Exterior design conditions should be based on the latest ASHRAE climatic conditions, 99 percent for
heating and one percent for cooling.
