VA REGIONAL OFFICE TECHNICAL CRITERIA
Roof Construction
Built up roofing on structural concrete substrate shall provide:

Hot rubberized asphalt membrane applied in two coats with fabric reinforcing between coats, total 215
mils of dry film thickness.
♦
Extruded polystyrene on top of membrane to achieve R-Value not less than 30.
♦
Ballast for insulation consisting of stone over filter fabric or pre-cast concrete pavers. The ballast
should withstand wind uplift of 1.5 times the wind pressure on exterior wall.
♦
Flashing shall be stainless steel throughout.
♦
Interior overflow drains shall be provided as required by code.
♦
One roof hatch inclusive of a ship's ladder.
♦
Expansion joints as recommended by manufacturer.
♦
Roof pavers to allow the servicing of equipment, satellite dishes, antenna, etc.
♦
Window washing tie back system in accordance with Occupational Safety and Health Administration
(OSHA) and local code requirements. (Include window washing davits, darrit davit arms _____ and
roof tiebacks.)
♦
15-year warranty.
♦
The roof assembly shall be constructed without the use of scuppers at the parapet, but shall provide
interior overflow drains as required by local code.
Flagpole
Provide standard anodized aluminum flagpole, 30 feet high, installed in a concrete base and
finished complete with all necessary accessories, including ____________halyards, dents cleats and
globe ball. The flagpole shall be illuminated. VA shall approve location.
Smoking Shelter
Provide one exterior smoking shelter, of at least 100 square feet, located outside the VARO, away
from air intakes, yet easily accessible for staff and visitors. The shelter shall not be visible from the
VARO's main entrance. The shelter shall be architecturally compatible with the exterior design of
the VARO. VA will approve the design and location of the smoking shelter. Smoking shelters shall
be in compliance with Executive Order 13058, "Protecting Federal Employees and the Public from
Exposure to Tobacco Smoke in the Federal Workplace."
Building Graphics and Signage
A program for both interior and exterior signage is required. At a minimum, exterior signage for
the VARO shall consist of a lighted monument sign, traffic, directional and parking signs. All
signage designs are to be approved by VA. Coordinate signage design in accordance with local
