SITE DEVELOPMENT AND CIVIL ENGINEERING
The VARO building shall be the most prominent structure on the site, dictating the location of all
other supporting site structures (e.g., a parking garage) thus diminishing their visibility when
approaching the site. When positioning these subordinate structures on the site, topography,
environmental impacts and future development of possible non-VA buildings should be taken into
account. The Federal Water Pollution Control Act, the Federal Disaster Protection Act and other
Environmental Protection Agency (EPA) regulations that are implemented by Federal, State and
local jurisdictions commit VA to the control of storm water. Therefore, the impact on existing
natural and manmade storm-water drainage patterns and systems should be considered when
developing a site for the VARO.
Grading and Erosion Control
The building floor and parking deck elevations shall be set to minimize the amount of excavation
and provide for a balanced cut-and-fill site, while maintaining optimum pedestrian circulation.
Provide positive drainage at least five feet away from building at a minimum slope of two percent in
unpaved areas. Drainage for truck dock pavement shall be at least five feet away from building,
with a minimum slope of one percent.

Topsoil from the site shall be stockpiled and, where possible, reused on the site.
Drainage and Detention
Provide a complete, ready for operation, underground sewer system, including all drainage
structures with connections to the new buildings and to service lines from existing sewer lines and
drainage structures. The existing drainage pattern on the site shall not be changed significantly
and no change in the drainage pattern onto lands adjacent to the site shall occur. Runoff from the
completely developed site shall be properly channeled into a storm water management facility in
conformance with the approved storm water management plan. Storm drainage from the
completely developed site shall be in compliance with all local and state rules and regulations.
