5 ELECTRICAL POWER DISTRIBUTION
5.1 ELECTRICAL SUB-METERING
5.1.1 LOCATION
Provide individual electrical sub-metering equipment for each Boiler
Plant, Chiller Building, Energy Center, Laundry and all other new
Buildings. Sub-metering shall record building electrical energy
consumption for economic analysis and energy conservation measures.
5.1.1.1 BOILER PLANTS, CHILLER BUILDINGS, ENERGY CENTERS, AND LAUNDRY
BUILDINGS
(a) Install sub-metering equipment at the building's low-voltage
switchboard. If high-voltage chillers are used, install additional
sub-metering equipment for the chillers. Provide meters for Boiler
Plants separately if located in the Energy Center, where feasible.
(b) At a minimum, the meter shall have the following functions:
Voltage, current, kW, kW demand, kW hours, kVA, kVAR and power factor.
5.1.2 ALL OTHER NEW SEPARATE BUILDINGS
(a) Install sub-metering equipment with the building's utilization
voltage equipment.
(b) At a minimum, the following functions shall be monitored: Voltage,
current, kW, kW demand, kW hours, kVA, kVAR and power factor.
5.2 PRIMARY AND SECONDARY ELECTRICAL TRANSFORMATION AND DISTRIBUTION
5.2.1 UTILITY SERVICE TO VA MEDICAL CENTERS
(a) Any utility service that enters VA property to the VA primary
switchgear shall be installed underground.
(b) The primary distribution voltage should not exceed l5 kV. The use
of higher voltages up to 35 kV will be considered for approval, if cost
effective and in compliance with the utility company's rules and
regulations.
(c) The preferred utility service should consist of a single primary
source. Where utility reliability is in question and if it can be
justified as cost effective, consider two independent feeders from two
independent sources.
5.2.2 PRIMARY DISTRIBUTION 5-15 KV
(a) Shall be a primary selective system.
(b) Primary switchgear rated 5 kV and l5 kV should be located indoors,
preferably in a room having an exterior wall. The area shall have the
necessary mechanical ventilation or cooling system to maintain indoor
