VETERANS BENEFITS ADMINISTRATION
VA REGIONAL OFFICE TECHNICAL CRITERIA
Illuminated exit signs shall be provided on all floors and should be of the LED type. Provide
electronic ballasts for all fluorescent fixtures. Electronic ballasts shall be solid state design and
shall meet these characteristic parameters:
♦
Ballast factor of 0.90 or higher.
♦
Lamp current crest factor less than 1.7.
♦
Operation shall be at a frequency greater than 20,000 Hz.
♦
Power factor shall be 0.90 or higher.
♦
Light output shall remain constant for line voltage variations of plus/minus 10 percent.
♦
Sound rating of "A".
♦
Total Harmonic Distortion (THD) shall not to exceed 10 percent.
♦
Specific design for 32 watt T8 lamps.
♦
They shall provide filament heating during starting to avoid any reduction in rated lamp life.
♦
They shall be listed as Class P.
♦
They shall meet ANSI specifications and FCC requirements for transient protection and EMI/RFI
limitation.
Fluorescent lamps shall be of the high efficiency rapid start, minimum 3500 degrees Kelvin type.
Energy-saving lamps shall be supplied for all areas. Use T8 lamps with electronic ballasts of THD
less than 10 percent.
Lighting Control Devices
All control devices shall be suitable for the design conditions. The design should consider the use of
energy saving devices such as motion sensors, daylight controls and dimmers. Comply with local
codes and regulations.
Egress Lighting
Exit lighting fixtures shall provide a uniform distribution of 1.0 footcandles illumination at floor
level. Upon loss of normal power, emergency illumination shall include all required means of egress
lighting, illuminated exit signs and all other lights specified as necessary to provide required
