SPE 1
EVALUATION OF A/E CONTRACT PERFORMANCE
The VA shall evaluate the overall performance of the A/E by professional
discipline after completion of design and after construction. All evaluations
shall include an narrative pointing out strengths and weaknesses as well as a
numerical rating. The A/E shall be informed, in writing, by the Contracting
Officer, of his overall performance denoting his strengths and weaknesses.
SPE 2 DEFINITIONS
(a) Contracting Officer: The services to be performed by the A/E under this
contract are subject to the general supervision, direction, control and approval
of the Contracting Officer. The Contracting Officer is also responsible for
administering the construction contract for this project.
(b) Project Manager: The Contracting Officer's central office representative
responsible for administering the VEC, A/E, C/C and construction contracts
under the immediate direction of the Contracting Officer.
(c) Resident Engineer: The Contracting Officer's authorized representative at
the construction site. When more than one Resident Engineer is assigned to a
construction project one is designated as being in-charge and is called the
"Senior Resident Engineer". The Resident Engineer is responsible for
protecting the Government's interest in the execution of the construction
contract work. His duties include surveillance of all construction work to
assure compliance with the contract documents, interpretation of the contract
documents, approval of changed work, approval of all submittals, samples,
shop drawings, etc. The Resident Engineer may issue change orders to the
Contractor within the limitations set forth in his delegation of authority from
the Contracting Officer.
