The second element of the job security goal of unions, fear that others will
take over some of their work, is expressed in the jurisdictional dispute.
This occurs when there is a disagreement about which trade is
responsible for a portion of the work, such as whether carpenters or
plasterer should install drywall. In the event that jurisdictional disputes
cannot be settled by the parties involved, they may be presented to the
National Joint Board for the Settlement of Jurisdictional Disputes. (14)
The introduction of industrialized building technology tends to increase the
number of these disputes.
