SEISMIC REHABILITATION
MINOR PROJECT QUALITY CONTROL
ISSUE:
Due to lack of seismically trained technical staffing in all field stations, there is
concern about quality control for minor projects involving seismic rehabilitation.
BACKGROUND/DISCUSSION:
Seismic studies of VA buildings have identified 75 exceptionally high risk (EHR) and
150 high risk (HR) buildings, leading to planning for both major and minor mitigation
projects.
During the September 3, 2004, meeting of the Secretary's Advisory Committee on
Structural Safety of VA Facilities, a lengthy discussion took place on quality control
for minor projects involving seismic rehabilitation. Based on those discussions, the
Committee made the following recommendations:
RECOMMENDATIONS:
Medical Centers should require the following for minor projects involving seismic
rehabilitation:
(a) A licensed structural engineer with experience in seismic rehabilitation shall
sign and seal construction documents;
(b) An independent plan review of construction documents by qualified
professionals shall be done to ensure compliance with H-18-8; and
(c) Qualified staff with experience in seismic rehabilitation shall oversee
construction of these projects.
