MODEL CODES USED BY EACH STATE
ISSUE:
Geographic influence of Model Codes.
BACKGROUND:
Public Buildings Amendments Act of 1988, P. L. 100-678 affects all aspects of facility design and
construction, requires federal agencies to follow national recognized "model" building codes, notify
local authorities about planned projects, but not pay review or inspection fees. The national model
codes are not enforced by the issuing national organizations, but by that state and local legal
jurisdictions, which adopt them and other non-model code voluntary standards and /or guidelines
by reference, as well as make their other specifically desired modifications. As an agency of the
federal government, VA is not subject to local imposition of code-enforcement procedures (drawing
reviews, building permits, inspections, fees, etc.) It must function as the Authority Having
Jurisdiction (AHJ) and thus has the responsibility to guard public health and safety through
enforcing its adopted codes. Much of our work on reviews and inspections stems directly from this
responsibility. VA, as well as state and local jurisdictions to varying degrees, comply with the
following major national model building codes:
