DESIGN ALERT FROM PROCATS
(Proactive Claims Analysis and Tracking System)
In reviewing Standards Service (187C) Proactive Claims Analysis and Tracking System
(ProCATS) this design alert is issued for improving VA standards and criteria, and to
avoid costly and repeat errors and omissions:
NATURE OF PROBLEM:
An existing hot water pumping system was utilized on a project without proper analysis
by the A/E to feed various mechanical rooms. There was a lack of water flow in some
mechanical rooms and the heating system did not work properly.
SOLUTION PROPOSED AN D IMPLEMENTED:
The Consultant did an analysis and found the existing system lacked the capacity to
handle all mechanical rooms. A pump was added to provide additional flow.
COST OF CHANGE:
A change order for ,000 was issued to implement this change.
CONCLUSION:
The problem could have been avoided if the consultant had done the analysis during
design and not during construction. The cost was high due to another reason, the
electrical system had to be upgraded to feed this pump. All reviewers are advised to
insist on getting detailed calculations on existing systems from the consultants during
design phase of the project.
